Chair- Elect (Uncontested): Craig Southern
   
HR Experience  25+ years of public and private sector Human Resources Management expertise within both for-profit and non-profit entities, spanning all phases and functions of human resources management. Earned a B.A. in Business Management, with an emphasis in Applied Behavioral Sciences, an M.S. in Human Resources Development, with a specialization in Training & Organizational Development, and most recently a Ph.D. in Business Administration with a specialization in Human Resources Management.Currently serving as the Director of Human Resources & Risk Management for the State Road & Tollway Authority (SRTA). His previous experiences in state government encompass both leadership and individual contributor roles at the State Personnel Administration (SPA), the Governor's Office of Planning and Budget (OPB), the Department of Driver Services (DDS), the Department of Motor Vehicle Safety (DVHS), and the Board of Regents (BOR) within the University System of Georgia (USG).
State Experience Currently serving as the Director of Human Resources & Risk Management for the State Road & Tollway Authority (SRTA).  Highlights Credentials in the occupational area of human resources, including the Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), Senior Certified Professional (IPMA-SCP) from the Society for Human Resource Management (SHRM) and International Public Management Association for Human Resources (IPMA-HR) respectively. Also certified as a Human Capital Strategist (HCS), Strategic Workforce Planner (SWP), and Leadership Development & Succession Strategist (LDSS) through the Human Capital Institute.Long-time, active CSPA member, including current service as Executive Officer, CSPA Program Committee Chair, and previous service as well as Chair of the Executive Committee.
Regarding his CSPA service purpose, Craig wants to give back to the HR community that has given him so much and to do so in a servant leader capacity in the direct advancement and promotion of the Human Resources profession, community, and professionals working within state government service in Georgia and beyond.

Son Truong

 
HR Experience 

Over 20 yrs in Human Resources spanning the public and private sectors. BBA from Virginia Commonwealth University. HR experiences have related to recruitment, employee relations, benefits administration, worker's compensation administration, and payroll administration.

State Experience

His career in state government began with the Georgia Department of Human Services as an Employee Relations Specialist where he was assigned to support DFACS and Right from the Start Medicaid.  Next was the position of HR Generalist at the Georgia Department of Community Health, where he was assigned to support Right from the Medicaid and other divisions.  Currently, he works as a Human Resources Benefits Specialist with DOAS/HR Flex Benefits.

 Highlights

Currently serving on the Executive Council as Secretary.

Son wants to serve on the CSPA Committee because he can use his experience in HRA to the benefits of the committee and members of CSPA. He also wants to serve on the CSPA Committee because of the opportunities to promote CSPA to other State HR Professionals, to interact with members, and to network with other HR professionals.  


Tina Bufford

HR Experience  24 years of state and private sector Human Resources experience. Started her HR career with various positions in the travel/transportation business at The Hertz Corporation as an HR Generalist III, at National Car Rental as a HR Manager, and at Delta Airlines as an HR Generalist. Prior to working with the State of Georgia, she worked in the private sector as a Human Resources Director at Thomas & Walsh, Inc.
State Experience

Currently works for Department of Administrative Services (HRA) as Policy and Compliance Specialist. Prior to her current position, she held a position with the Department of Natural Resources (EPD) Environmental Protection Division as a Business Support Analyst. Ms. Bufford also worked for the Department of Juvenile Justice as a Business Operations Manager, Administrative Operations Manager, and Personnel Analyst III. Tina is looking forward to joining the Executive Council and contributing to others throughout the State of Georgia.

Treasurer (2nd Term): Jamika Solomon

HR Experience  15+ years in Human Resources with a solid mix of generalist and specialist experience (e.g., recruitment & selection, benefits, classification and compensation, performance management, compliance, and employee relations) within public and private sectors. She has a Master's degree in Human Resources Management from Troy University and is currently completing a Juris Master's in Employment Law & Dispute Resolution from Emory University School of Law.
State Experience Experiences include the Georgia Department of Labor (GDOL), the Department of Human Services (DHS), ViewPoint Health (CSB), the Department of Agriculture (GDA), and currently at the Technical College System of Georgia.
 Highlights

CSPA Executive Council member for three years. Two years as a Member-At-Large servings on the Networking Committee - one year as the Networking Committee Chair, and currently serving as the Treasurer.

Jamika would like to continue to serve Georgia's evolving HR community as the best is yet to come. 


Executive Officers (Uncontested):

Monique Jenkins

HR Experience  Double-certified, senior human resources professional (SHRM-CP and PHR) with ten years of experience in the public and private sectors.
State Experience Currently serves as the Manager of Enterprise Talent Management Services for the Georgia Department of Administrative Services, leading a team of consultants dedicated to helping agencies keep the best of the best talent working for the State of Georgia. Previously, she served as the Human Resources Manager for the State Accounting Office and has seven total years of state government experience.
 Highlights A native of Mississippi, Monique is an Army veteran and holds a Bachelor of Science in Business Administration degree from Mississippi University for Women and an MBA from Mercer University. Monique has been a member of the Council for State Personnel Administration (CSPA) since 2014 and most recently served four years as treasurer. Additionally, she is a volunteer leader with the Society of Human Resources Management (SHRM) on a national, state and local affiliate level.
Monique would love the opportunity to again serve the membership of the organization and use her 10 years of association leadership experience to help CSPA achieve its goals.       

 

Edward Butler
 HR Experience  Possesses a Bachelor of Science degree in Business Administration and a Master of Science degree in Management and Leadership and has a SHRM-CP certification.
 State Experience

Joined the DJJ family on March 16, 2019, as a Senior Human Resources Manager overseeing the HR Operations unit (Transactions, Benefits, Kronos, and New Hire Orientation). He possesses extensive Human Resources Management and Customer Service management experience within the public and private sector.Prior to joining DJJ, Edward worked with the Department of Behavioral Health and Developmental Disabilities (DBHDD) as a Human Resource Manager for approximately five years

 Highlights Recently promoted to the Human Resources Deputy Director at Department of Juvenile Justice.
                 

   

Dana Kilpatrick

HR Experience  Her expertise lies in successfully directing organizational planning and development through strategic HR initiatives and programs. She has managed operations, compensation structures, benefits administration, talent selection, process improvements, staff and management training programs, and employee relations practices to ensure healthy and productive work environments.
State Experience Accomplished HR executive with more than 20 years of HR experience in both the public and private sectors, 18 of those years in Georgia State Government. Currently HR Director with the Department of Juvenile Justice.
 Highlights Long-time, active CSPA member, to include previous positions as Chair of the Executive Council and Communications Chair.

Dana has been a member of CSPA for over 10 years and served as Chair of CSPA in 2017. Her proven dedication and commitment to CSPA will contribute immensely to the continued success of the Council.
    Members at Large (Pick 4):

    Darrell Smith

    HR Experience Has 7 years of service in Human Resources with the State of Georgia, and 12 year of service in Human Resources in the private sector. Holds a Bachelor’s Degree in Business Administration with a concentration in Management.
    State Experience Currently is a Human Resource Manager/ADA Coordinator for The Georgia Department of Community Supervision. His experience varies from New Employee On-Boarding and Orientation, Payroll, Benefits, Workers Compensation, FMLA, GBA Contact and Coordinator relations, Employee Engagement Survey Rollout, State Charitable Contribution Program, Performance Management Processes—Notifications, training, & Peoplesoft records, Training, HR Transactions in Peoplesoft System (Previous Transactions Manager), Liaison for Police Officer Annuity and Benefit Fund of Georgia, Safety Manager, and ADA functions for a state agency.Passionate about people, problem solving and service, Lauren Corgile pursued a career in Human Resources.
     Highlights Holds the SHRM-CP certification from the Society for Human Resource Management.

    Darrell has served with CSPA for the past 3 years and has a strong interest in the continued service to our HR community.


    Channing Machua

    HR/State Experience 10 years of HR experience, all with the State of Georgia, ranging from HR Generalist to HR Manager. Currently works for the Department of Revenue.
     Highlights Channing has been a CSPA member for 10 years.
    Channing wants to be involved in the education and advancement of State HR professionals.           

     

    Charlotte Banks

    HR Experience  Over 27 years of state government experience with 20+ of those years in human resources. Her professional experience ranges from Secretary to Human Resources Manager.
    State Experience Currently Human Resources Manager 3 (Generalist) with the Georgia Environmental Finance Authority (GEFA). In this capacity, she deals with all roles involving HR such as transactions, employee relations, training, recruitment, compensation/classification, total rewards, open enrollment, leave of absence, payroll, etc.
     Highlights Charlotte has been an active member of CSPA and SHRM for several years and has served as a CSPA officer in past years.
     

     Deana Crockett-Brown

    HR Experience  Holds a BS in Business Administration from Shorter University, an MSA in Human Resources Administration, and a Certificate in College Teaching from Central Michigan University.
    State Experience 17 years of human resources experience in state government. Joined the Department of Transportation in July 2001 as a clerk and currently serves in a Human Resource Specialist 3 position.
     Highlights Serves as a Fulton County Poll Manager and uses her human resources knowledge and experience in various volunteer positions. Long-standing member of CSPA and 2017 Member-at-Large.
    In her spare time, Deanna enjoys spending time with her husband and small children, traveling and giving back to others in her community. Deana is excited about her nomination as a Member-at-Large and hopes to have the chance to serve the state HR community. She would work hard to seek ways to educate employees and the human resource community on the policy and procedures in the state government. She would also find ways to help increase our membership.          
         

    Jovon Woods     

    HR/State Experience  Eight years of experience working as a Human Resources Professional, two of which has been as an HR Professional with the Department of Community Health. His other six years of experience were gained in the manufacturing/industrial industry. 
     Highlights Earned a Coaching for Performance & Engagement certification in 2018. Has had SHRM certification from 2012 to 2019, and will be working towards getting re-certification in 2020.
         
    Jovon would like to become a member of the Executive Committee to expand his level of engagement in state government and develop new relationships with those seeking to be more engaged as well.  

     

    Terry Lee

    HR Experience 

    Has a BS degree in History/Political Science a minor in business and an MBA in Human Resources management,  with over 10 years of progressive HR experience, three of which has been in Georgia state government.

    State Experience

    Currently serves as the Talent Acquisition Manager for the Georgia Department of Juvenile Justice.

     Highlights

    Has been an active member of CSPA for the past three years and looks forward to the years to come.

    Terry would like to serve on the executive committee in order to help advance the mission of CSPA and share and grow the HR talents of others and herself.

     

    Lauren Corgile

    HR Experience 

    With over 10 years of progressive Human Resources experience, she has worked in both Federal and State government. Trained as a mediator and EEO Counselor, she helped the Defense Finance Accounting Services resolve many claims of discrimination and reach settlement using mediation.

    State Experience

    In her current role as a Human Resources Business Partner with the Georgia Department of Community Health, she provides guidance on Employee Relations and strategically assists managers with coaching, recruiting and all other HR related needs. Recently, she helped create and facilitate a coaching for managers titled “Coach You” empowering managers to develop their employees.

     Highlights

    Graduated from Tennessee State University and later received a Master of Business Administration from Anderson University.

    Lauren is passionate about people, problem solving and service, which is why she pursued a career in Human Resources.

     

     Patty Pergl

    HR/State Experience

    Has 10 years of service with the State of Georgia, including previous service as Director of Communications & Human Resources for SAO, and previous responsibility for strategic communications planning; web-based initiatives, and creative communication solutions both internally and for agency customers.

    She currently manages talent management initiatives, communications, special projects, and the intranet for the Department of Audits.

     Highlights

    Patty is a member of International Association of Business Communicators (IABC) and holds a Bachelor’s in Organizational Communication from Kennesaw State University. She is also a long-standing CSPA member, having previously served on the Communication and Conference committees.

    Patty is interested in serving CSPA and is most interested in making a difference in HR through communications, networking, and promoting a sense of community. She is committed to bring her energy, expertise, and knowledge to the table to implement positive change.
